Давным-давно, на заре рождения нашего государства, в 1776 году, один из его основателей, Джон Адамс, писал: "I have come to the conclusion, that one useless man is a disgrace, two are a law firm and three or more are called a Congress" - "Я пришёл к заключению, что один никчемный человек - это нелепица, два - адвокатская контора, три и более называются Конгрессом".
С тех пор никто кроме Марка Твена не сумел более точно определить сущность Конгресса:
"All Congresses and Parliaments have a kindly feeling for idiots, and a compassion for them, on account of personal experience and heredity" - "Все Конгрессы и Парламенты испытывают добрые чувства и сострадание по отношению к идиотам - поскольку связаны с ними лично или наследственными узами"...
